I don't think it would be the cheapest, maybe easier, it would be hard to say.
I have the following set up in a 20L shrimp tank...

The water is crystal clear and you can just barely see tiny oxygen bubbles floating around in the tank.
I think the flow from a powerhead might be a little much for shrimp but I'm no expert.
