Probably not the typical Apisto like A. agassizii or A. cacatuoides because they need more space, especially if they decide to pair up and breeding behavior starts; but possibly Apistogramma minima (if you can find the species) they only grow to about 2" long.
I wouldn't. Even in a 55, my pair of A. macmasteri chase each other around when not actively rearing fry. It's a constant game of tag in a planted tank 4 feet long.
Apistogrammoides pucallpaensis & Nannacara taenia are both tiny species, & are sometimes available on Aquabid. I once had a pair of Laetacara curviceps spawn in a 5.5 (they were being quarantined), but I wouldn't recommend it.
