So all of the dicks and sports authorities are apparently incapable of refilling their own paint ball canisters. Would home depot or lowes do it?

Look for welding supply or fire extinguisher servicing companies. They service CO2 tanks. I've never worked with a paintball canister though I don't know what kind of adapters they would need, but it's worth a try.

go on google maps and search paintball. Any paintballing shop can.

Home beer brewing stores as well as hydroponic stores may also refill paintball cylinders.
