It's cyano. That stuff is a pain to get rid of. I think there's additives out there like chemipure or something like that or similar that works but I've never used it so I can't advise on that.

I've always treated cyano by manual removal with filters off and large daily water changes. It takes me months to clear a cyano infestation. It also goes by the name blue green algae (BGA) even though it's a bacteria not an algae. I'm sorry you're dealing with this.

*edit- I just reread through your tank specs and i think you might have a leak in your sand cap. Cyano happened to me quite a bit more often in my dirted tanks and I believe it's the form of nitrogen used in certain dirts. I haven't been able to pin point the exact ingredient though.
