It could be either pieces of BGA, tufts of BBA, or even both! Could you describe it a bit more? Is it more slimy looking or hairy looking?
It is actually kind of hard like a crust. I was thinking bga also. I may get some better pictures tomorrow, but I can say it is dark green and crust like.

Here are some more pictures. When I picked some off it just came off in clumps. And in terms of tank parameters I can't really say much as I know longer record these. It is a 20L with cherry shrimp a few endlers, pencil fish, Otos, and pygmy coradoras. I do 25% weekly water changes. This is also the only plant showing this in the tank and only 1 or 2 leaves displaying it. Also I should note, there is no odor to it and it is not slimy. I am also thinking it could be some sort of moss or liverwort. I read that mini pallia has a hard like texture.
