however they sell it by liters? <- how much is one liter?

is 3 liter enough for 10gal tank?

is one bag of 9 liter enough for 20gal long tank?

or how many bags should i buy for 40gal breeder tank?

A lot depends on how deep you want the substrate. I recently did a new 20gal (high, not long) with Netlea soil. I used about half a 9L bag to do 1 inch thick. If you wanted 2 inches, then 1 9L bag should do a 20gal or 20long roughly. A 40breeder has a big width, so more ground coverage, so I'd say 1 9L bag would do a really thin layer.

According to my calculations one 9L bag should provide about 1.5" of depth in a 20G long.

That might not be enough. In a 20G high one 9L bag fills it to almost 2" depth which 'feels right' after dumping it in.

You could probably get by with one 9L bag but if you want to do any kind of substrate sloping or or just want a deeper substrate in a 20G long then you probably need more aquasoil.
