I have a 36in strip light with 2 bulbs. It will stay on for about 15min then shut up. So i thought maybe it was the starters so i took it apart and there was none in there. there was just a circuit board box in there with this stuff that looked like tar. my ? is if that is bad what do i need to fix it.

does anyone have an idea. Sry for asking to be answered quickly just trying to get an idea of what i need to buy before petstore closes for the day.
