So far the tank has 7 neons 1 oto and a nerite. The oto and nerite are temporary. Could I add a small school of microrasboras and cherry shrimp? Or a single fish like a sparkling gourami and cherry shrimp?

Neons really need more space than that, and the tank is fully stocked with them in it. I'd suggest replacing them with microrasboras, which would allow you to keep cherry shrimp. Neons will probably also decimate your shrimp, as they'll eat the babies and terrify/stalk/maim the adults.

I returned the neons and went with a betta.

I'm pretty sure that bettas hunt shrimp too.

Ill most likely just have the betta then at somepoint possibly at microrasboras and see if hes okay around them. If not I might go with amanos or get a few cherries to see how his temper is.
