5g Tall Fish Recommendation

So, the glass surfing betta is going to have to be moved out of his tank, which leaves me with an empty 5g. It's unusual measurements, about 13"H x 9"W x 7" D. It's pretty well planted (pictures in signature link). PH is about 7.2/7.4, substrate is aquasoil. Shrimp are not an option (unavailable here for the most part) and my go-to is another betta, but I am concerned about more glass-surfing issues. Is it a common enough problem that I should be worried? I'm not doing a pea puffer. Live and frozen food is too much of an issue for me. I have been looking at scarlet badis, but I would have to talk to the LFS if they could get them in stock and guarantee me certain sexes. I'm also not sure if the tank layout would be acceptable for them. Chili rasbora are another option, but not the favorite, unless it makes the most sense. So please, input on any of these, and other recommendations are welcome.

From what I read scarlet badis are just as picky about needing live/frozen food as puffers... but that was over a year ago.
The glass surfing with bettas is just hit and miss.. not all of them will do it but some will. I only have the anti reflection inserts in 2 tanks-1 for a true glass surfer-the others just to make my platinum gold betta pop against the dark backgrounds (never tried to see if he'd glass surf without it). The other 9 betta -7 males 2 females- tanks with glass don't have inserts, and there are no glass surfing issues. Granted some of those tanks are curved bowls/vases so I couldn't do anything if the resident did glass surf except rotate bettas between tanks.

Only other thing I can think to recommend is a decorative large breed snail such as nerites or mystery... most fish prefer long tanks over tall tanks for swim room so the 5g tall is a bit limiting.
Unless it has an automated drip arrangement, I think 5 gal is torture in just about any fish.
It is just such a small amount of water, the tiniest addition make the parameters see-saw.
Why aren't shrimp an option? I seem to recall reading that there are some feral populations of Cherry Shrimp on one of the Hawaiian islands, and aren't there some native freshwater shrimp?

The shrimp you're talking about are not RCS, they are a separate species that actually cannot survive long term in freshwater. There are no native species of FW shrimp here, likely because most freshwater around here is seasonal with the rainy season.

I'm aware of the Opae ula, the somewhat brackish water shrimp that live in lava ponds connected to the ocean.

I recall reading in a CITES report there is or was a feral population of RCS on one of the islands. Maybe this is wrong? There do seem to be some detritus eating native Hawaiian freshwater shrimp...
