I can’t beat the staghorn. My tap water comes out 3.3ppm chloramine. Supposedly prime only detoxifies 1ppm, so I use a 4x dose. Unfortunately this isn’t enough and I still get a 0.25ppm ammonia reading after water changes, which often triggers a bunch of hair algae on the glass. I assume this is the cause of endless staghorn in the tank. Besides an RO unit, what can be done in this situation. No co2 injection. Thanks for any tips or advice

I think it's typical to still get an ammonia reading after adding prime.
From the Seachem Prime FAQ:
"Q: I tested my tap water after using Prime® and came up with an ammonia reading. Is this because of chloramine? Could you explain how this works in removing chloramine?

A: Prime® works by removing chlorine from the water and then binds with ammonia until it can be consumed by your biological filtration (chloramine minus chlorine = ammonia). The bond is not reversible and ammonia is still available for your bacteria to consume. Prime® will not halt your cycling process.
I am going to assume that you were using a liquid based reagent test kit (Nessler based, silica). Any type of reducing agent or ammonia binder (dechlorinators, etc) will give you a false positive. You can avoid this by using our MultiTest™ Ammonia kit (not affected by reducing agents) or you can wait to test, Prime® dissipates from your system within 24 hours.

I just wanted you to be aware that it is possible to overdose Prime and deplete the oxygen in your water. I think Seachem says up to 5x the standard dose is fine, so you aren't in dangerous territory yet, but you should be aware that the limit is there.

None of this solves your algae problem of course, but at least you know not to waste your time barking up this tree.
