I would say it all depends on the type of pleco you plan to purchase.
some seem small at 1st and can easily grow out your 29g tank, reaching almost 24 inches
Yes you do depending on the species you get. Hypancistruses generally stay small but cost more. A rubberlip would be ok as would be 2 clown plecos. Even a BN would do well in a 29 gal. Check planetcatfish.com for info on plecos. I would recommend you check out L104, L129, L187B, L134, L340, L270, L33, L66, L201, L199. But there are many more. But that is a lot of bottom dwellers and makes for a boring tank during the day.
