What do you guys suggestion for low light, tank is a 20L, I plan to hang the light at least 6 inches above the tank. I was thinking T5's or LED, don't want to spend a lot. The tank is
30 x 12 x 12

If you're handy , you could put together some lights like these :


These are over a 90 gal African cichlid tank , but you get the idea .
They're just 10 watt 6500K landscape LED's - About $12 ea , on E-bay .
I've used them over a number of tanks , and they grow plants really well .
