I don't think you will be successful at growing plants, other than mosses, with a 15 watt fluorescent bulb on a 10 gallon tank. Two of those bulbs would let you grow low light plants successfully.

I have a 15 watt standard light fixture with glass top on my 15 gal. And I am having tons of success growing many types of plants within the tank. I have a 6500k daylight bulb. Choose your plants carefully, and you might be able to get some of them to grow.

Dwarf lillys and aponogentons should work out for you. Aponogentons tend to grow big and very fast though. . .

Should work fine for a number of low light plants. Anubias, Java Ferns, Crypts, some undemanding stems like Ambulia and such.
