10 gallon light question

Well im planning on having some DHG and i need to know the exact lightbulb that is needed for these to flourish.My tank is 20" long and 12" deep.
"SmartPaq Power Compact Lamp - 10,000K Day & 460nm Actinic - 18W"
Im not sure anything about lighting but would this do good for growing a moderate to high light aquarium?

The actinic bulbs will not be useful for growing plants.

Many people have success using CFL bulbs over a 10 gallon aquarium.
Ya i run 2 CFL bulbs i think 23W over mine and im able to grow a good amount of plants.
