whats this creature

I have found a new bug. They remind me of those fuzzy carpet bugs. I do not think they are eggs. They are kind of see through. Now I have these on one plant. Do you know what they are? they don't seem to move. Last week I got two gourami's because I was told that they would eat my black leeches.
