2211 would be perfectly acceptable. 2213 could be throttled down to be less powerful anyway (though I do not know how good this is long term). Generally my thinking with filters is the bigger the better, so long as you can control flow.

I am running a 2011 on a 45P. It does a great job. I use a lily pipe and glass skimmer inlet. Get decent flow but I wish I had the 2013.

Also I have ran Eheim Classic filters throttled back for years with no adverse affect.

If you want to use Lilly pipes with your filter, with the 2011 you will need different sized pipes, not a big deal just something to be aware of.

I use a 12mm lily pipe with my 2011. I take a short section of 12mm tube on the lily pipe and insert the 9mm tube from the filter. Running for years with no leaks.

There is very little glassware available in 9mm. About the only thing out there are violets.

Once again another advantage for the 2013. 12mm tube on inlet and outlet,

I like to cover for future when buying filters. I rarely go smaller tanks and often go larger so recommend the 13 over 11.
Throttle the output is mentioned in some Eheim manuals and often done. Good way to go.

Same. I actually had a 2234 Ecco which falls in between a 2213 and a 2215 on a 6 gallon which was crazy to much flow without throttling back but work fine throttled back. I then upgraded to a 10 gallon rimless then a 12 long. Now, if I had an ADA 45P, I may be more likely to choose the most appropriate sized filter because I am unlikely to get a new tank if I spent that type of money. I would still do a 2213 for the same size tubing though, I know you can make it work on a 2211 and keep the same tubing but I would rather just stay the same size.

I vote for the 2013. You may not even have to throttle it back.
I use this filter in a 20 gallon and it underfilters, but it's shrimp/nano tank so I don't want much flow anyway.
