CPO Tank mates in a DBP 3gal long?

I have a single CPO in a DBP 3 gallon long and was wondering about what I could add that he will not eat or destroy. I heard shrimp can be a treat but was thinking maybe a small group of chilli raspora or another small fast fish?

My CPO bit the tails off my clown killifish and ate my amano shrimp (which were even bigger than him! ). I wouldn't recommend adding fish.

Snails would probsbly be ok though

If i were to put him in my dads 29 tall with the biggest being an angel would he be ok? Also there is a single red clawed shrimp in there too, would that be a problem?
