Experienced Advice please

A year ago I stumbled upon some cheap Red Cherry Shrimp and put them in my 30 gallon with my tetras. I fell in love watching them and here more than a year later they are breeding rapidly showing great color and still love them. Well I set up another 30 gallon planted tank I want to devout to Blue Dream Shrimp. A week after setup it is showing 0ppm Ammonia, PH 6.8, 1kh and 3gh at 74 degrees. I set it cooler than my other tank since I read they prefer cooler temps and my PH is a little lower in my other tank. My question is how long should I run before I start adding the shrimp and at how many how often until I see the population I want? Is there anything you suggest to help with the bio-film since I do not plan to have anything but plants and blue shrimp in it? My tank after one week.

You need to wait for the tank to cycle. Are you adding a source of ammonia to it to start the cycle? Search on here for fishless cycle to get started.

For neo shrimp you're gonna want to bump up your gh by a couple degrees.

7+ ph, and 6+ gh is generally recommended for neos. What is your TDS?
