i need to turn off the bio-wheel filter in my 20g fry tank that is not planted for at least 5 to 10 minutes three times a day, does the tank has enough oxygen during this time? and how long the oxygen last after the filter turned off?

For that short amount of time your fry should be fine. You can also after 5 minutes swirl the water around and that will increase o2 if that woiuld rest your mind!
