stagnant water issues

Hello fellow planted tank lovers. I recently set up my 80 gallon. I use 4 t5 bulbs that total 216watts ... i am injecting co2 directly in to the canister intake. I am currently using a 75 gallon canister filter i do have anpther one but i am waiting for my biological media to arrive from ebay. So i will have 2 canisters running. I also ordered a powerhead that is rated 800gph. My issue at the moment is this brown like fuss, does not look like diatoms i also been dosing ferts occasionally since its not heavily planted at the moment. I have some baby dwarfs and hairgrass. I also seem to have a build up of some white stuff at the surface pf the aquarium. The thing is the water seems pretty stagnant do you all think this might be the reason to my issues.

My guess since this is a new tank that it is diatoms that's on the glass. The surface of the water has a bio film growing on it from a lack of surface agitation. More flow will help rid the tank of the surface film, the diatoms will mostly go away over time. You can always turn the 2nd canister on without any media to help eliminate dead spots.
