20 gallon overhaul

my 20 gallon tank has been very neglected lately and i need to redo alot of my tank. I'm going to do a 50 percent water change w/ gravel vac and quite possibly toss out most if not all my plants. I've been running pressurized co2 and light with unsteady dosing because i wasnt around much lately and been having personal issues. Also have been very unreliable with the weekly water change. Anyway, my tank is at the point where the algae is the only thing pearling. I have a ton of green hair algae all over my plants and lots of other algae to be classified. Going to just put all new plants in, correct my problems which are obvious, and hopefully get back on track. My tank just went to hell since i've been neglecting it and i;ve changed the diy to pressurized and put everything on timers the way it should have been from the beginning.One I'm done, i'm going back to strict weekly water changes and ei dosing. Everything is such a mess, a total replant seems like a good idea. On a side note, should i put the fish in a bucket or something while i do it or leave them in? I have 2 rams and 8 rasbora tetras.

Anyway, my main question is a diffuser question. I am currently using a fluval one plus internal to diffuse the co2 but I just dont like the way its working anymore. I want to get or make a new diffuser for no more than $20 that works as good or better than the internal. My main filter is an aquaclear 50 hob, so i dont have a canister to run the co2 directly into. I was thinking a powerhead and if so what kind? I have aquaclear, top fin, and marinelands available at the lfs but i am open to suggestions. If there is a better option for co2 diffusion in my case then please tell. Thanks

thats kind of like my fluval plus 1 though...It isnt bad it's just that you have to constantly take it out from the bottom of my tank and clean out what it filtered, that seems to make my water a mess, probably also an ammonia spike from the disturbance, and then thats when i noticed an increase in algae growth. I figured i powerhead at the top spraying the mist downward would be easier to clean.
