Surface skim and circulation for a 20g with custom dimensions

I have a custom 28"x16"x10" shallow tank that I'd like to stock with low tech stuff- mosses and java ferns.

I want to run an eheim 2215.

I have always had problems with surface scum, and was thinking of using lily pipes for the vortex effect. Does anyone run a similar setup and is free of surface scum? I'm also wondering if anyone know which fish foods tend to release more oils in the water, and if there are any flake foods out there for tetras that don't cause a lot of surface film.

Lastly, will lily pipes and an eheim 2215 be enough circulation for a shallow 20 gallon? I have a spray bar on it currently and I'm happy with the results, but I want to try a lily pipe for the surface skimming, and i'm hoping I don't have to get a powerhead.
