Open top (or grated top) with small fans blowing on the water surface. This seemed to help on my tank during the really hot days. For a grated top, I used something originally intended for suspended ceilings. For fans, I actually used a couple of fans originally intended for computers (12vDC) and connected them to an appropriate power supply.

Also if you have you outlet out of the water so the water is hitting air it will also help cool the water but you have to have an open top and the lights need to be a small distance from the surface. also don't run your heater, my tanks stay around 80 in the summer time. with out a heater, you can take a fan and blow on the tanks to help cool them, if you run a sump drop a few ice cubes in it to help, or turn your light off during the day and run them at night, to help keep it cool during the day. just a few of the suggestions i have, hopefully others can help you better.

Depending on location, new computer fans can be had for under $5 or if willing to work a bit, they can be salvaged out of junked computers for free. All you need to do then is match the fan voltage to a wall-wart type power supply. They have the advantage of being very quiet and low wattage so that they run cool. You don't need a fan that adds heat to the mix!

This is one type that I have used:
