Question I need the 101 on going high-tech

As the title suggest, I'm starting to do some research in to setting up my 75g tank as a high-tech heavily planted tank. I've been in the hobby for about 5 years now running heavily planted low-tech tanks. So I know the basics.

What I would love your help with is understanding both lighting and CO2 better. When it comes to lights, the more I try to understand about PAR ratings the more I get confused because only the high end companies list their PAR ratings. I will be using my Aquaticlife duel T5, I was hoping you guys could help recommend an LED with high enough PAR to grow carpet plants. I'm trying to stick right around $100 price tag.

When it comes to CO2, I understand the science behind why it works to grow lush plants.. but I don't know anything about the equipment, If you could list the individual parts and explain about them, and recommend a system that should work really well for my intentions that would be awesome! I'm also trying to stick to around $100 price tag for this as well.

Also once I get in to high-tech what special test kits are needed? I plan on using Echo Complete with Osmocote plus if that makes a difference.

There are terrific sticky threads in the Water Parameters forum on how to use fertilizer, you forgot that one! With Estimative Index you don't need any water tests, just change 50% of the water weekly and you won't build up to dangerous levels on any nutrient.

Also see DarkBlade48's Primer thread on CO2 in the equipment forum and Hoppy's Lighting with PAR on lights in the lighting forum. A lot of different fixtures have been tested and the results are in that thread. Your brand of lights is listed but it is a 4 bulb unit, not 2. Both are in the stickies.
