Is it OK to put myriophyllum tuberculatum directly under the outlet of my aquaclear 30?

Sure, why not? Unless you don't like the look of it moving in the current, there's no problem.

Agreed. Sometimes the leaves break off and get stuck, or get sucked in, but as long as you make sure it doesn't stop completely (very unlikely) you should be fine.
