NEW Amazonia normal type soil turning muddy?

i bought a 9l and a3l bag of normal type of amazonia substrate directly from and when I got it I put it in my tank (no water in it yet). Probably 3weeks later I put water in (I used newspaper to stop it from directly hitting the substrate but I don't think it did much). As soon as the water cleared I could see that the soil was mostly muddy and partly still normal. Is this normal or is my soil messed up? Should I just buy new soil?
