CO2 Bubble rate
If I remember correctly, a good rule of thumb is 2 bubbles per second. Do you have any way to check levels of CO2 in your tank?.
I have a 50 gal w/pressure and I use a glass CO2 checker that contains blue reagent and dhk4 reference solution, mounted in the tank it, turns green when levels are 30 -40 ppm. As for the bubble counter, yes, it needs water in it so you can see the bubbles. I personally don't have one mounted in line, I just watch as the CO2 bubbles flow through the the tube of my ceramic diffuser which is mounted in the tank.
