Help with 23 gal planted tank

I'm trying to grow Cabomba red and green, and Hemianthus callitrichoides.
They are not growing very well, what can I do to make them grow?

Apart from General Hardness dH, wich I should be getting at around 6 dH using RODI and Equilibrium, do I have to increase kH too?

My setup is cycled and running for 4 months:

-23 Gal tank
-LED lights 3W Cree XP-G (7 Neutral-7 Cool) runing at 1000 mA.
-Red LEDs 8 Osram Oslon Deep red.
-2 bags black Flourite
-Corner mat filter
-RODI water and Seachem Equilibrium (my tap water is +12 KH)
-Flourish Tabs
-Flourish Excel 1 ml Daily
-Flourish Liquid 2 ml Biweekly
-Temp steady 78 F (Apex aquacontroller
-pH swings from 7.0 night to 7.3 day (Apex aquacontroller)


-1 Betta splendens
-3 Red Coral Plattys
-5 Neon Cardinals

Best way to get plants to grow = CO2

I'm not very familiar with that kind of lighting, do you know what sort of par values to expect? Perhaps the plants aren't getting enough light.

If you get into CO2, you'll want to look into dosing the macro ingredients... so that's up to you if you want to go that route. You'll also need to up the kh otherwise your pH will majorly swing.

Maybe some pictures of the tank would help. Check out the low tech forum and search it for HC. You may find someone has had success growing these plants without CO2.
