I have noticed the tip of one of my driftwood pieces is turning black is it being burnt under the water its about 1in under and about 3-4 from light

That's really strange... Shouldn't do that underwater. Have you tried wiping it off or scrubbing it? Maybe with a tooth brush? If you can, remove it before you that so it won't spread. If you can't, turn off pumps and rubber band a siphon to the tooth brush so it sucks off what you scrub.

Maybe it is some sort of bacteria? IDK... That's so weird.

You can't tell good by pic but it looks like burnt wood and if scratch it comes off like burnt wood

Sure it wasn't there before you put it in the water? It's real hard to get wood hot enough to burn when it is in the water. If it is burned, I would bet on it being there before, if not, I would think algae, mold , etc. of some sort.

It was a little burnt before i put it in but has gotten bigger since then will try to clean it off and see if it comes back

It's probably just staining from the tannins, I've noticed pieces of wood change color over time, sometimes with areas getting nearly black.

The wood isn't going to be noticeably hotter then the water in your aquarium, and it's pretty much impossible to get water over ~212 F in normal conditions, whereas to form char you need something around ~400+ F.
