How cold does it get in the winter where you are?

CO2 production by yeast will generally slow down as temperature goes down. It may get to the point where yeast metabolism stops completely (or they die off), and you will no longer get any CO2 production.

I would say anything lower than 10-15C (arbitrary, only estimated from my experience) will not be suitable for DIY CO2.

Do remember that 2C is probably at or lower than most refrigerators, and that yeast is normally kept in an inactive state in side a refrigerator.
