What is this?

I have read that this might be beard algae or hair algae...others have said it was rooting for new java fern...please help identify it...if it is algae, how do i get rid of it before it overruns the tank?

Yep, that's just the normal look for Java Fern roots, they are fuzzy, looking for something to grab onto.
