Suggestions for a low-tech tank

Hi everyone, I was planning a 29 gallon with 65watts, co2, etc.
But I decided to save some money and go with a low-tech approach.

I don't know what lighting I should get. I'm thinking about the CoraLife 65 watt compact flourescent fixture, but will i need to have co2 and ferts because of the 65 watts? I just want to keep some easy plants like Anibus, Java Fern, Vals, Dwarf Sag, Wisteria, Water Sprite. Will these be OK low-tech plants? Please help

(I wouldn't have a problem ferting with Flourish)

Here is what I am planning on buying sometime by next week:

29 gallon aquarium
Eco-Complete (60 lbs)
150 watt Stealth Heater
Aquaclear 50 power filter
Coralife 65 watt compact flourescent (6700k bulb)

So my question is, Will I need to add cO2 + Fertalizers with this setup?
