Go Towards the Light

So I've spent the past half hour reading this- http://www.aquabotanic.com/lightcompare.htm. Now if you are one who has taken the time to read this and understand it (I probably understood about 50% of what was said). This article suggests Philips Advantage fluorescent, 5000K F32T8/ADV850 are the most efficient for the price/lighting and do equal to or better then a Halide or even t5's (and this guy sure sounds like he knows what he's talking about).

My question is would 8 Philips Advantage fluorescent, 5000K F32T8/ADV850 be able to handle a 115 gallon planted aquarium?

Any advice would be good because I'm about ready to drop some $ on this bad boy and I need to know where to put it.
