Planting Dwarf Bacopa

I've read that the Dwarf Bacopa stems s/b cut just below the leave node and inserted into the substrate. Problem is on mine their stems keep rotting and either they float away or they're being held down by the white roots from the nodes above the substrate. In the latter case when the stem rots they wobble about in the current. I'm experimenting with having one horizontal to the substrate to see if many of the roots will grow into it. Any advice?

My varigated bacopa is doing the same thing. I'm at a loss.
