High tech planted tank help?

After setting up my 150 gallon low tech tank, I want to set up my 10 gallon tank as a high tech tank. I have a filter, heater, BOYU CL-4L8 LED light fixture and I'm planning on getting another. Is that ok for lighting? I want to do DIY CO2 and dose ferts. I know about excel and Iron but is there anything else I should dose to keep the tank in balance? For substrate, could I do dirt with a cap of black sand?

I want to form a carpet of Hemianthus Callitrichoides. Could my setup support this? Also, I will add some rotala and ludwigia from the 150 gallon tank. As for fish, I already have 8 endlers but I want to add a couple of otos and a group of Red cherry shrimp to keep algae to a minimum. How does this setup sound? Would it work ok or is there anything else I need?
