How much fertilizer is too much fertilizer?

I have a 10 gallon sand substrate with 1 anubias barteri, 1 anubias lanceolata, 1 amazon sword, and 1 bundle of anacharis. I have one osmocote root tab under each plant (size 00). I have some dwarf hair grass about 2inch by 8 inches long that I want to run along the front of the tank, I was going to break them up into small bundles and plant two rows each bundle about half inch apart how many root tabs should I use??? I know that they are time released but I dont want to over load on fert.

Set up:
hob penguin 100 with bio wheel
1 heater
1 50 gph powerhead
1 18 inch aqueon plant growth bulb
1 18 inch zoo med flora sun bulb
no co2 sytem daily api co2 booster
10 ml aqueon plant food weekly
