Clouded tank

PT, I know that this is answered over and over in many threads, but I have a cloudy tank issue on my hands. Have had cloudy water now for about 3 weeks and it's just white and "milky".

I tried frequent water changes, up to 50%, however the cloudiness returns next day. Also, I tried using water fiber, such as accu-clear, which has worked wonders in the past, but no success with this outbreak.

Recently, I put a few rubber bands in my tank to help keep a moss structure in place. Can this by any chance be causing this milky disaster?

The tank was setup over 5 months ago and had no issues since. Everything has been well cycled. Tank is 11.4 moderately planted, fluval 30 gal HOB filter, and I run diy CO2 through paintball/glass diffuser.

Inhabitants are:
-2 neon tetras
-2 beckford pencilfish
-4 celestial pearl danios
-1 otto catfish
-4 shrimp

Has anyone had similar experience?

What are the results of you water tests? Test your source water too.

Without knowing levels I suggest a small HOB filter with carbon and seachem purigen. Maybe hit the tank with instant cycling solution (Tetra safe start or Dr Tim's one and only).

Is it clear after your water change for a small period? How much do you feed? Have recently changed food brands? Try removing your DIY CO2 and see if that is your problem.
