Low tech (especially low light) and carpeting plants are usually pretty mutually exclusive, IMO.
I'm a big fan of neon/cardinal tetras and red cherry shrimp, the red and blue complements a lush green tank. You could also do a scarlet badis tank, and I've kept them in with red cherries, despite the scarlet badis being a micropredator.
