new roots and black algae

i am new to this so sorry for the newbie questions i went through the threads abut i couldnt fidn teh answer.

anyways i am trimming plants...i dont want to use teh bottom half of the plant as all the leaves are not there or dead can i just cut in half and plant top half it should grow new roots right???

also i have black algae. I took away alot of plants because i am doing a whole new aqua scape will the black hairs go away once i put Co2 in later in the week?(its in mail i am finally getting co2)

Most stem plants can be cut and replanted.

The black algae is likely "black beard algae - bba" or staghorn algae. Both seem to flourish in newly set up tanks, but both usually die back after the tank has stabilized. The introduction of CO2 will benefit your plants, and this should expedited the remission of the algae.
