Blackout during a Blackout

I have 2 questions about 2 different kinds of blackouts:

I am currently doing a total blackout on a tank to get rid of algae. Someone said 3 days was the right amount of time, so that's what I'm doing. My question is how will the fish get their oxygen? The plants are also using oxygen since there is no light, and since the tank is covered with garbage bags, no new air will be available above the water surface. Right now, I have one hole on the side that I have kept shaded (kind of like a periscope breathing hole. Is this necessary?

On a different note, today the power went out for a couple of hours. What do you do when the power goes out, and how do you save your fish?

You can use an air pump and air stone while you are doing black out. You can get an UPS(Uninterrupted Power Supply) to keep your filter running when there is a power outage. I use a deep cycle battery and a power invertor which does the same thing.
