Moss tank questions

Hi, I'm in the process of setting up my first "species" tank. By species I mean fissidens moss only. I have not had success with even the plain java moss(then again there were SAEs in the tank).

Here is my game plan:
Tank: 20 gallon tall.

Substrate : Tahiti black sand w/out any ferts in the substrate, I'm guessing the mosses don't need them, right?

Hardscape: Manzanita and maybe porous rocks, the moss will be attached to the hardscape.

Mosses: Fissidens Fontanus & Fissidens Zippelianus.

Filter: Power or Canister? I need help on this one.

Lighting: DIY triple bulb fluorescent fixture w/reflector (45 Watts), is this enough?

CO2: Do I need it?

Any suggestions welcomed
