Plants in infertile sand

Okay, so I'd like to do a setup with 72w PC light in a 38 gallon tank, and I'd like to plant vals, java fern, anubias, and maybe crypts or something else. Here's the catch: I'm planning on using sand as the substrate. I'm using Excel for the CO2, but am a newbie when it comes to fertilizers.

What's the best way to make sure the plants get the nutrients they need? Will I need root tabs, other ferts? Are there plants that I could have without needing to put in root tabs?
