Need advice for which better foreground plants

Hey guys I need a advice on choosing which plant is a better foreground plant; Lilaeopsis brasiliensis or Dwarf Hairgrass. My tank spec is right now 30ppm and 2.25wpg and i do not want to go higher watts due to few personal reasons, I tried glosso and it's not working out too well, keep growing upward. Thanks guys

PS. if anyone want to buy glosso 5x5 for $20 shipped please pm me, I just bought no more then a 3 weeks.

dwarf hairgrass

Of the two plants you mentioned I think the dwarf hairgrass would be better. Not only does it have a finer and smaller appearance, it grows more quickly and although both do better with high light I think the dwarf hairgrass is more adaptable. If you buy it in a pot and it has seed on top give it a haircut (remove tips) before you plant it. Use tweezers and plant very small amounts, like 3 to 5 blades at a time and spread out evenly. For lower light, other foreground options include Marsilea minuta (but a slow grower) or maybe a java moss tied to rocks foreground. Have fun!

dwarf hairgrass will be the best for your low light. it grows pretty much anywhere with co2 and ferts. just watch it as it can get invasive once it really starts to take off.

By the way I see there are 2 kinds of dwarf hairgrass one is Eleocharis acicularis and the other one is Eleocharis Parvula. Which one better or is it just the same thing?

I believe the e. acicularis grows taller than the e. parvula. Not sure if there are any other considerations (appearance, lighting needs, etc). Depending on the depth of your tank and the scape you have in mind, you'd want to choose the variety that best fits the image.
