Only two retailers known in the US. I have used ADG. They ship very quickly if they have it in stock, and considering the weight of this stuff, shipping is reasonably priced.

How much substrate you need would obviously depend on the dimensions of the base of you 60g. Likely 4, 9L bags....maybe 5.

I have a 60 gal that I used three and a half 9L bags to get a 3 inch depth. My tank measurements were 36 x 19 x 22", YMMV.

Aquaforest in San Francisco carries ADA products, but you may not be able to travel that far. lol. The online price for 9L bags of ADA is ~$26 and the in-store price is a little more ($35 or so). Order it online, but be aware that shipping might be a lot depending on how much you order.

You could try and call around to see if anyone else carries it but most likely it will be online ordering.

We have ADG and a LFS that carries ADA products here...
