I'm going to have a heavily planted 29 gallon bow front tank set up and my water contains chlorine, I'm wondering if doing a 5 gallon water change without treating the water is going to kill the plants or not affect them and how often I should perform these water changes.

I don't think it will affect the plants, the chlorine removers are used more having fish in mind. Depends on how chlorinated your water is... I do 20 gal water changes in my 100 gal tank without adding any chemicals, but I add the water very slowly, and perhaps there isn't that much in our tap water, at least I can't detect a smell.

Water changes are done usually weekly or every two weeks, depending on your stocking level and fertilizer dosing between 25 and 50% for a tank this size.

Normally you can't smell the chlorine in tap water unless it has reacted with organics in the water.
