Foam Problems

I have never even heard of this problem from anyone else nor have I ever experienced this before. I don't think we have a proper subforum for this so I posted it here. On my 100g the entire surface of the water is completely covered in bubbles, foamy white bubbles. If I so much as touch the surface the surrounding bubbles completely disapear, a quick swoosh of the hand across the surface and 90% disapears and doesn't come back for hours. It's not annoying, I just want to know WHY?

It's not biofilm
It's not oily
It's not algae
The bubbles are completely emersed, many of the bubbles are actually forming layers so the top few layers aren't even connected to water
I can't see anything but white film from the top, even the floating plants are partially coated (floating plants are at war with the bubbles)

I have the same problem when I use leftover Tetra dechlor. No issues with Prime.

Foam could also be high ammonia levels. I say check your ammonia levels just to rule that out.

This may seem obvious, but do you have bubble nesting fish in there? Mine can cover the surface pretty rapidly.

Poof, it's gone! Well, 99% of it anyway. Maybe it had something to do with me forgetting to rinse the prefilter sponge, the sponge was clogged so I rinsed it yesterday. School's been hell lately and time is precious. Falling behind a little on maintenance..
