i was wondering if i should add a small power head to my tank...

Are there any noticeable dead spots? It may help, but not a guaranteed algae deterrent. With a smaller tank like that you wont want to add too much, some fish may be uncomfortable depending on your stocking.

Keep in mind that a lot of people with Stiphodons actually purposefully grow algae...but they would also like flow. Otos would be ok as long as it isn't like white water rapids in the tank.

Shrimp, I've never kept with a powerhead, so not sure if there's a limit.

More circulation can be better, especially if you are dosing ferts or carbon in any manner.
