dilemma between BGA and other algaes

My tank is about 2 months old now. I see some bubbles forming under the substrate on the front and side glass. I believe that is the early stage of the Blue Green Algae or Cyanobacteria. There is no slimy sheet yet, but the bubbles smile. At same time, I also have green spot algae and a little staghorn algae. According this Algae Guide

Increase CO2 injection to fight Green spot algae and staghorn, but high CO2 level (low Oxygen) will also favor the growth of Blue Green Algae. So what is the catch?
