debris in substrate

How much debris should there be in my substrate? I noticed that their seems to be quite abit. Along with some kind of film on the surface of the tank. Any body have any idea what this could be?

Film sounds like protein. Not that harmful to fish though it can be unsightly. Just siphon the substrate thoroughly.

A little surface aggitation will get rid of the scum. The debris is natural but if it's really getting on your nerves, then do what Bluebell says.
