any tips for planting bulbs???

I bought 3 red tiger lutus bulbs and planted them with 1/3 above the substrate. Is this correct or should they be all the way under? How long till they start to sprout? I think its been 3 weeks and I still havn't noticed anything.

90 gallon planted rainbow fish/ community tank, pressurized C02, 2.8 wpg cf, eco-complete,

1-20 gallon breeding/growout
2-15 gallon breeding/growout
4-10 gallon breeding/growout

currently breeding hi fin red eye swordtails, kribensis, orange platys, trying others
DIY central sump filter w/auto water changing and auto water top off, DIY in-line co2 reactor.

What you did seems correct. Not sure why yours weren't growing. Probably insufficient nutrients and/or too much lighting? I have one growing like crazy even if my tank hardly has sufficient lighting but the nutrients could be probably high as I do water changes weekly.
